That's generally how it works. When the accumulation phase finishes, they change their bots to 'mark up' phase. Essentially, they take the brakes off. They want a return on their investment, so they initiate the upwards move. Retail participation helps in the mark up, and the further it goes, the more stock is transferred from the banks to weak hands and retail holders. When they have distributed their holdings to weak hands near the top, the SP falls of its own accord.
