the question I want answered is why the security services weren't ensuring the roof of the building he climbed onto was clear.

its seems they left this building unsecured relying on the snipers around the venue stage to shoot.

I read one report that the sniper guy that killed Crooks had him marked for "3 minutes" and has aged for clearance to shoot but was told to hold off..... until Crooks fired, then the sniper took his shot regardless of orders - and was then charged with breeching his orders.

so maybe there is something to the claim.
