i guess the project has been significantly de-risked now & quite possibly the reason they had waited until this point, probably highlighted by the chairman waiting until now to increase his stake with the $2m when he too had the opportunity at half the current price.
minority holder put a serious halt on the project for a prolonged period with finalisation of this issue imminent it's now free to push forward & realise the projects value.
