It seems to me this gives JP Morgan incredible power to manipulate. Anyone else engaging in arbitrage can buy and sell in both markets at will, subject to the supply and demand in each market. But JP Morgan has the power to control the relative size of each market, and now they aren't even reporting what the relative size is!
