If its a takeover strategy it doesn't matter.
If you think about it the person taking over could just pay out the real owner of the short share's they've borrowed and they haven't really lost anything by shorting as they would have payed this takeover price anyways as the aren't really returning shares but have accomplished a much cheaper takeover price.
