it can rise of the back of a discovery in TE... and it could rise with a commitment to buybacks. there are other avenues such as Darps dual listing idea obviously this quarter's dent in annual revenue precludes any immediate buyback.. but if the FED can play market psychologist with hints of future direction then there is no reason why we couldnt do the same by expressing an intention to allocate some money in the future towards buybacks
