How did the rifle get past the metal detectors? Apparently they only found the range finder at the first interaction.

Crooks used a ladder to climb to the roof. It was set up in a hidden nook, obscured from view by three evergreen trees. Who put it there originally and why was it not discovered earlier?
Why were the local police snipers inside the building and NOT on the roof?
