according to the sniper, he had Cooks in his sight "for 3 minutes" and asked his lead for permission to fire. the leader rejected his order. the sniper fired by ignoring the lack of order to fire. he was reportedly charged with his "offence" after the killing of Cooks. (source BBC interview)
