There's no doubt more people would buy EVs if they were cheaper and better. That goes without saying.
As with any tech each new generation is an improvement (unfortunately that's not always the case with people). Development doesn't happen though without a market, and a huge change like EVs needs government to 'help' the market. Otherwise, particularly when it could be an initial backwards step, people will stick to the status quo.
