Capex is no where near 1b and you know nothing about the vanadium price, neither how much new supply can just turn up (hint - it’s very little, and existing supply from processing of iron ore is going to drop off the cliff as the iron ore price is so low low grade producers that have vanadium tailings are going into care and maintenance).
