Not sure what the relevance is here. Paul had a strategy for teaching gentiles and he emphasised faith because this was not understood by the pagan religions. I'm sure they were also educated as to the proper use of faith when they became more deepened in understanding Christ's directives of expressing one's love for Christ via a faith exemplified by deeds.
Not sure how or why you imagine that faith alone without deeds is of any value. It's like having electricity in your home but never being allowed to turn on a switch.
