The cops circulated a photo of the alleged shooter 46 minutes before the shooting , the police snipers were in position at about the same time and watched as Crooks crawled around on the roof getting into position . One of the snipers testifies that he asked for permission to take out the threat but was denied. A local cop climbed onto the roof minutes before the shooting to confront whoever was up there and then climbed back down without taking action. .
There are several scenarios as to what did or did not happen when and why but few make any sense unless one concludes that a lot of people were involved in what happened . The issue of what appears to have been a second and third shooter has not been clearly addressed either. They are saying that out of 9 shots fired , three were from Crooks, one was the kill shot to the head of Crooks and the other 5 ? Crickets.
