If ED is unsuccessful then first offer
could be l28 to low 30s.
If ED is successful there will be rationale put forward that appraisal and/or funding is required to limit extra required on top.
Doubt there will be a decision on onshore export of gas this year.
For SE even if capacity credits are granted in Aug then rationale put forward will be still awaiting decision in October and funding concerns etc.

Where it ends depends on if any other party enters a bid.

To increase pressure could even see a requirement for only min. 50.1% of shares.
