I see no indication of the report being misleading. it canvasses a range of opinion, as is the pattern of most ABC reports, and summarises the deficit of regulation. this has been since cannabis medications were approved by Mr Hunt, former Dept Health Minister. who didn't apply such regulation. but of course the ABC doesn't mention that.
