you are missing the necessity to diversify away from China for many reasons.

Taiwan is one of them.

The west need to defend Taiwan, not because it is a democracy. But because it produces 90% of the worlds silicon chips.

Hence a hot war, defense of Taiwan by the west is probable. => China tightening its exports to those countries not aligned with the West.

WR1, whether they are part of a full Quebec vertical hub, or whether in part only.
Perhaps the downstream is USA, but a western alliance.
They stand to be able to supply the raw material, with a low capex starter.
Thats like buying car, that just needs the tyres changed, and it will be on the track.
