This also exists for a bearish argument. It's a proposed map (red is limited use so more difficult) and if you look at somerset island you will see there is a small section towards the south of storm (which I believe is zones we can expand in later) which would fall under this proposal.
As far as I can tell though it's not signed into law and remains just a proposal. You can also see it would affect our new neighbors who are also exploring on the island. With BHP poking around I expect they would have something to say about such a proposal.
