Seems to me that his state of mind varies quickly between lucid and very vague.
In any case he shouldn't be entrusted to the split second decisions which may be catastrophic.
Most decisions will be being made by his surrounding group, but the US system requires the hard decisions to be made by one person, not group consensus.
