Actually all trusts announce preferred suppliers when they make the decision. Under the listing rules ALC must announce to market when they are aware of information. They weren't "bugging" anyone this is completely standard practice in the NHS. The trusta are large complex organisations, the decision to announce is made by committees, there would be no pestering supplier who would sway this timing.
