the problem of iq definition and measurement is complex. But we have as many problems with people trying to comment on average iq. It’s all very well to talk about 100 as the average iq but that’s not technically correct either. It’s the mean (but different countries have different profiles) and when one talks a about average in context of intelligence average is really between 1 standard deviation above and below 100 (ie between 85 and 115).
