The cost issue does not suddenly appear - it would have been an issue for months and gradually became more concrete over time ie so maybe they recognised that costs were likely to be higher say back in March but needed more production and also analysis to get a better handle on how much higher it was going to be.
One needs to ask why the feasibility studies produced such low costs - there must have been some big mistakes as labour costs have not increased by 75% in 2 years nor have other costs. Those studies look like they were not worth the paper they were written on.
