As I understand it the win rate is how much revenue the casino made as a percentage of the total chips bet.
A lower win rate is worse for the casino and a higher win rate is better.
so 10% is a bit of an anomaly yes but not an impossible one and the implication is that if the win rate was 4% star Vegas would of have made less revenue than it actually did
