The project was not halted because the application was put in after the cut off date, so yes they can still continue exploring, but the water permit is in doubt until it is clarified one way or another.without the water permit the project can't go ahead in its current state.
In my opinion I think it would have been wise to stop putting more money into it untill clarification, but then that's just me
