JD I can agree with you on the reasons for W-7 and W-8 with W-8 being a replacement for OH-2 for which the 3D processing won't be finished in time to select and prepare a (best) site. I say best site because one exceptional well may be enough for them to make an FID and to go ahead and order all of the bits for an OH processing plant.

As for W9 and W10 I have not given it much thought and can only speculate. It could be as simple as compiling a submission to DMIRS so permissions were in place in case they ever wanted to drill W9 and W!0 sometime in the future. Knowing that the company is very forward thinking it could also be that they are looking at proving up further gas at Walyering which would be particularly pertinent if the WA government makes a decision to let them export LNG from a second low cost, fast to procure, gas processing plant.

As previously said, this is all speculation. If it is really worrying you why don't you ask the company?
