That's precisely the case Bottsy..... this announcement is potentially more important than what the initial $ amount would indicate.
Bit like a commercial arrangement for supplying Anteo to go into a battery prototype....however, in this case it appears Serum Institute know it works and just awaiting legislative approvals, as you point out.
