There are other levers available, just not to the RBA. If you have high inflation and the government doesn't want interest rates to skyrocket they can, so long as they have the numbers, tighten fiscal policy ideally in areas not directed at mortgagees. This government has broadly chosen to leave it to the RBA, but they didn't have to do so.
