True, it's a diplomacy agreement, "Can we agree to disagree and still get a future project in play"? It's all about the money and who gets what. All parties agree and a binding contract is signed. Takes time and generally "In confidence". The shareholder will only be told when the deal is done. No point bitching about management in the meantime.
