I imagine they are thinking that the cut to international student numbers means that EDU may never get to a cash flow positive position and so they are trying to sell as much as possible before the capital raise is announced?
I think it might be time for EDU to call it quits and sell out to a competitor. They had a good crack but it just hasn't worked.
