They're just buying one part of the business, it's not like they're buying all of PPT.
I expect it's totally up to PPT what they pay now as a dividend but obviously the more they pay out now the more debt they'll have so they will have less from the $2.1B later after they pay down debt, tax and separation costs.
Which means if they pay a big dividend now then the headline payout post sale won't look as good.
It's not a magic pudding. Personally I suspect they might go on the smaller side in the short term to make the post sale payout look bigger.
