Out of the blue for me. Someone wants in , or maybe PSC’s existing major shareholders ( see below) are happy to take up further stock via the raise. That would be a Big vote of confidence .
The PSC board has also been stepping up to the plate lately and buying more stock. Let’s see if they vote with their wallets again or it’s a straight out placement .
