Apply for a writ on those grounds, would see the court declining it as nothing in the law for the court to allow it.

Once a decision is made, then yes as we move to something covered in laws.

Unfortunately with no time to decide, the gov could sit for years and nothing legally can be done as explained above.

DB can do nothing as no legal avenues as explained.

Best option is pressure from the community to make a decision, wether it is approved or not.

The gov does not wish to because in court no matter.

If approved, environment groups will take legal action, if declined advent will.

Easier to do nothing as it's a null situation for any challenges.
