    It's a 2 way street now that they have limited capital and they cannot afford to let arrears build nor can they afford to lose the cash required for security deposits for their lenders - each qtr restricted cash goes up by $25 mil and risks being burned up by bad debts anyway, so there is no guarantee it will come back. While available cash goes down by $25 mil each qtr at the same time, it remains to be seen if that will stabilise before they run out or want to start expanding, but probably not until it is clear that the current downturn is behind us.
