To my understanding and research, (I am still learning). The mindset to the TradeHalt concept is due to an old law that required CFO's/CEO's to start a tradehalt to any information they receive that would be price sensitive. This law has changed a few years back to not requiring a halt. But the culture out there still has an expectation.
