Essentially the Boxing federation had banned the athlete competing as a female, but the Boxing Federation's internal affairs were not in order, so they were stripped of governing authority for the purpose of the Olympics. The Olympic code was then applied, which according to the article amount to a series of non policies that allow loose definitions of sex/gender.
