I want to answer your question without claiming to be smart.
I think borrowing or/and lending shares doesn't change the ownership of the shares. So if, for example, you manage to borrow more than 5% of PLS shares outstanding for short selling or to impress a woman, that still won't make you a major shareholder. So you won't have to make an announcement.
