81. Allocated $660 million in funding for new car parks based on which electorates were marginal for the upcoming election instead of which areas most needed car parks. (i.e. pork barrelling) The National Audit Office found that the funding allocation was "not demonstrably merit-based" and "not designed to be open or transparent". The federal government did not talk to state governments or local governments to determine which areas were most in need of new car parks. 3 years after the announcement, the government had only managed to complete or start building 11% of the car parks. (This was uncovered by the same Audit Office who uncovered the sports funding pork barrelling and then had their audit funding cut.)
