Yes that is what Tesla has always done, produce batteries and as many other components as possible close to the point of vehicle assembly to avoid supply chain interruptions. Interesting that BMW also talk about all new cylindrical cells, I wonder if a relatively small global manufacturer has actually developed a new cell with all the huge costs involved with that or is it just new for them.
China has also started on this same path with foreign plants to mitigate the impacts of tariffs on their operations but are finding it difficult to match Chinese economies. As a result Chinese vehicles will cost more overseas but will still be cheaper than a fully exported vehicle plus the tariffs.
