I don't know who was going to abolish the Voice: It was an advisory body supported by The Greens, The Teals, The ALP, The Liberal Party and (I think) the National Party. The only way you could contrive not to have it in place was to subject it to a popular vote and refuse to explain how it would work, setting up a process that's practically begging for an opportunistic politician to oppose it.
