So you believe in perpetual motion. I will admit the author makes this sound true but any person with any person with any technical background would know something is wrong. Yes two poising magnets generate a force, But if one magnet is rotating wheel how do you make a force? So yes you could put Perma magnets inn the road and bottom of car. But think how many magnets this would take. Gravity is accelerating everything towards the center of earth, at 9.8 Meters / SEC 2 or 32 Ft / SEC2 If something is stationary that is easy to do. If it is moving it becomes complex and requires energy input. It does work for Trains and other systems in a narrow configuration. Cars that do not stay on a coffined track are orders of magnitude more complex. I am sure it will happen some day but not in my or my children's life time. We are a few years away from transporters that are on a fix course. If you are on a fixed course there is no need for wheels something the author does not get.
