Well we can all see how Zimbabwe could/has potentially shot itself in the foot by not sorting out the PPSA by now.
If this was done during the time in the past 3 years when global markets were in an optimistic mood and throwing money at anything who know's where it will be by now.
Finalising it when the markets are in a downward spiral and funding around the world dries up looks pretty silly.
