It is a very complicated procedure, picking the right location that has sufficient access to power, water and the telco partners - being able to store a large amount of fuel and water, and operate in a manner which satisfies noise requirements and many relevant local approvals too. Building the facility to meet Tier IV, and then being able to operate it at Tier IV is very hard - and then getting UTI inspectors to come and verify that you did indeed build it at the Tier IV specs and you are indeed operating it at Tier IV specs is very very hard, which is why so few choose to do it. Of course having met those standards you can give your customer those extra levels of assurance that their equipment is in the safest of hands. Of course NEXTDC uses the vast experiences gained from all their previous builds to do it better every time, whilst also ensuring that the facilities are ready to support customers when the demand is there - as having a facility ready too soon costs profits, as in building it too late does too. So I would say it is very complicated to do it to a high standard for customers that care greatly about their equipment being able to operate 24x7.
