The low volume trades are just bot / algo trading to try to influence intra-day prices. It could be in order to open or close any kind of position at the more optimal price. It is does not prove anything about the number short positions.
The chart shows definitely that there are virtually no short positions taken in BUB at present. Stop spinning for a second and just acknowledge the fact.
The better question to ask is why is no one shorting the stock, my view is because the SP has flatlined. I suspect if there were any positive traction in the SP, the shorting would pick up again.
