I think the author under estimates Elons influence there, love him or hate him the Model 3 and Y combined with Tesla setting up in China (the first ever western manufacturer that the CCP allowed to have a wholly owned factory there) proved to the world that EVs are here to stay. The CCP just recognised that and put some considerable legislative and financial weight behind EVs which leads us to the position we are in today with China dominating the market.
