I am not aware the VA is paid upfront. They have first dibbs. Usually they will spend a business week prior "advising" directors at no charge and confidentially and getting a picture on the company and it's position and deciding if there is enough cash in the kitty to pay themselves. It is usually a declaration given in VA reports. Once they have accepted the VA they are obliged to take it to a conclusion so don't generally end up out of pocket and don't take on ones with no way of getting paid.
