If you are still accumulating then watching the charts can make sense even if you are a long termer holder so that you know when to buy more.
I not really convinced of the value of charting for illiquid stocks, but there are enough chartists out there to make charting a bit of a self fulfilling prophecy in the absence of fundamental news.
