Good point .... but I think that this is why they are digging their heels in over the licence. The repercussions for WDS to be caught in breach of the rules by sharing it with Exon without the permit would be disastrous for them as well as us. The Namibian government, IMHO, would cancel our permit as they would treat it as treating them with the utmost disrespect as a sovereign country.
