The shipments of bags on trucks must be going to the warehouse, at least for a short while, as the bags need to be transferred to containers for ocean shipment. It's quite possible that even the containers leaving the mine get that treatment, as what leaves the mine might be a mixed truckload of different grades, but the warehouse will likely pack whole containers of a single grade, for a single customer order.
