When you have limited liquidity as a % of stock that is traded players can drip feed and move amounts around as there are large gaps between sell prices. This will be resolved if the price rises and maintains its gains as it will introduce more liquidity.
I feel this behaviour is typically observed at bottoms and can be protracted/drawn out for a long time.
