Back in April '24, Hank proactively suggested there would be a capital raise in the latter half of 2024. He said that they planned to raise enough to last through end of 2025 / to get through to free cashflow positive.
This is not new information.
A capex spend change (forecast) of less than 0.5% doesn't feel material.
