Why doesn't Hamas surrender

Put their hands up and come out of their hiding holes under the ground or wherever?

They must know how their families are suffering as a by-product of Israel's attempt to force them into the daylight.
If they had any decent feelings towards their own population that's what they'd do.
But of course they won't because they are.committed fanatics.
