    Well I dont see how they can process without tanks/reagent infrastructure/civil works (Concrete for a start will be a high cost). The figure they have given suggests they are doing some small-scale modular-type plant (maybe a bunch of shipping containers stuck together). It certainly doesnt sound like a high-tonnage facility.

    And as for them being "that stupid"...they can be!
